Narrative:

Directed to enter penalty box after landing runway 30R. After several mins, first officer advises gate is open. Several attempts to contact stl ground are ignored. Not a whole bunch of chatter going on, I got the impression we were being ignored by design. To expedite flow, I maneuvered the aircraft approximately 2 lengths toward a taxiway in preparation for crossing runway 30L. I was immediately jumped on by stl ground and directed back in the box, where we were apparently held for discipline and punishment for many more mins before being allowed to proceed. There were no ground traffic conflicts in our immediate area. My take on the whole thing the FAA needs to standardize ATC ground controller practices across the system. Examples at dfw, when clearing a runway, you are expected to stop before an intersecting taxiway. If you do that at lax -- they get really cheesed. If you do not keep moving at ord -- you get screamed at. Standardize control procedures.

Narrative: DIRECTED TO ENTER PENALTY BOX AFTER LNDG RWY 30R. AFTER SEVERAL MINS, FO ADVISES GATE IS OPEN. SEVERAL ATTEMPTS TO CONTACT STL GND ARE IGNORED. NOT A WHOLE BUNCH OF CHATTER GOING ON, I GOT THE IMPRESSION WE WERE BEING IGNORED BY DESIGN. TO EXPEDITE FLOW, I MANEUVERED THE ACFT APPROX 2 LENGTHS TOWARD A TXWY IN PREPARATION FOR XING RWY 30L. I WAS IMMEDIATELY JUMPED ON BY STL GND AND DIRECTED BACK IN THE BOX, WHERE WE WERE APPARENTLY HELD FOR DISCIPLINE AND PUNISHMENT FOR MANY MORE MINS BEFORE BEING ALLOWED TO PROCEED. THERE WERE NO GND TFC CONFLICTS IN OUR IMMEDIATE AREA. MY TAKE ON THE WHOLE THING THE FAA NEEDS TO STANDARDIZE ATC GND CTLR PRACTICES ACROSS THE SYS. EXAMPLES AT DFW, WHEN CLRING A RWY, YOU ARE EXPECTED TO STOP BEFORE AN INTERSECTING TXWY. IF YOU DO THAT AT LAX -- THEY GET REALLY CHEESED. IF YOU DO NOT KEEP MOVING AT ORD -- YOU GET SCREAMED AT.
