Narrative:

We took off from dfw behind company flight Y. During climb out, approach control advised company flight Y that ZFW was not taking the handoff on him and subsequently had company flight Y fly heading 350 degrees. We were given a handoff to ZFW on 132.02, and after checking in, we were cleared to FL230. Center then began calling company flight Y asking him what he was doing. As we passed through 15600 ft, center told us to immediately maintain 15000 ft. At the same time, we received a TA with the aircraft located at our 3 O'clock position, 1.5 mi, and 200 ft above our altitude. The captain was PF and immediately disconnected the autoplt and took evasive action to return to 15000 ft. The first officer advised the captain that he had visual contact on the rj and that he was heading towards us. He (first officer) then observed flight Y make a left turn to pass behind us.
