Narrative:

We were switched over to dfw tower prior to OM. Tried repeatedly to get a landing clearance from tower, but was not able. The controller was completely overworked, and the frequency congestion only added to the problem. Took the approach as low as possible until executing the missed. After starting the missed approach, the controller then cleared us to land. This was from 50 ft. Then she stated that she had tried to contact us prior. There was no communication between our flight and the tower from the time approach handed us off. The missed and the second approach was uneventful. The tower at dfw is overworked when they try to cross all the traffic and land planes too. There should be a safer way to do this.

Title: S80 FLT CREW INITIATE MISSED APCH AT DFW WHEN LNDG CLRNC IS NOT RECEIVED IN A TIMELY MANNER.

Narrative: WE WERE SWITCHED OVER TO DFW TWR PRIOR TO OM. TRIED REPEATEDLY TO GET A LNDG CLRNC FROM TWR, BUT WAS NOT ABLE. THE CTLR WAS COMPLETELY OVERWORKED, AND THE FREQ CONGESTION ONLY ADDED TO THE PROB. TOOK THE APCH AS LOW AS POSSIBLE UNTIL EXECUTING THE MISSED. AFTER STARTING THE MISSED APCH, THE CTLR THEN CLRED US TO LAND. THIS WAS FROM 50 FT. THEN SHE STATED THAT SHE HAD TRIED TO CONTACT US PRIOR. THERE WAS NO COM BTWN OUR FLT AND THE TWR FROM THE TIME APCH HANDED US OFF. THE MISSED AND THE SECOND APCH WAS UNEVENTFUL. THE TWR AT DFW IS OVERWORKED WHEN THEY TRY TO CROSS ALL THE TFC AND LAND PLANES TOO. THERE SHOULD BE A SAFER WAY TO DO THIS.
