Narrative:

I phoned flight service for a briefing on a VFR flight from mqi to een. I was very specific in my suggestions on tfr's along my anticipated route. The briefer explained the location of the new tfr boundaries around the washington class B. He stated specifically that the tfr around nyc was the class B down to the ground. He did not say it was extended to the mode C veil. I avoided the washington tfr, and would also have avoided the new york tfr if I had been correctly briefed. The briefer also said that, prior to entry, I would have to land outside the tfr and get entry permission on the ground. Simply put, the briefer was not clear on the tfr locations or procedures.

Title: A PA28 PLT COMPLAINED THAT RDU FSS DID NOT PROPERLY BRIEF HIM, WHICH CAUSED HIM TO VIOLATE THE NEW YORK ADIZ.

Narrative: I PHONED FLT SVC FOR A BRIEFING ON A VFR FLT FROM MQI TO EEN. I WAS VERY SPECIFIC IN MY SUGGESTIONS ON TFR'S ALONG MY ANTICIPATED RTE. THE BRIEFER EXPLAINED THE LOCATION OF THE NEW TFR BOUNDARIES AROUND THE WASHINGTON CLASS B. HE STATED SPECIFICALLY THAT THE TFR AROUND NYC WAS THE CLASS B DOWN TO THE GND. HE DID NOT SAY IT WAS EXTENDED TO THE MODE C VEIL. I AVOIDED THE WASHINGTON TFR, AND WOULD ALSO HAVE AVOIDED THE NEW YORK TFR IF I HAD BEEN CORRECTLY BRIEFED. THE BRIEFER ALSO SAID THAT, PRIOR TO ENTRY, I WOULD HAVE TO LAND OUTSIDE THE TFR AND GET ENTRY PERMISSION ON THE GND. SIMPLY PUT, THE BRIEFER WAS NOT CLR ON THE TFR LOCATIONS OR PROCS.
