Narrative:

On flight from mke, taxiing out for departure, requested closeout numbers for runway 7R at mke, having waited more than 10 mins for the closeout. We called dispatch through operations at mke and requested the closeout. Dispatch came back and requested information such as, seating arrangement, weight of cargo, and other information which I did not know. After giving them a total fuel on board number, they still requested information that we did not have at the time. I told the captain that we needed our closeout, but dispatch kept asking us loading questions, and apparently did not get the information form the loaders at the mke ramp. We waited approximately 15 mins and the situation was going nowhere. Dispatch then cancelled our alternate airport and gave us a new fuel number, since we had already burnt below our min fuel. The captain then decided that he was going to takeoff and that we could use the numbers since they were requested just prior to taxi, and he thought those were accurate even without the closeout. We then departed without the closeout. Supplemental information from acn 585041: we were working a charter from mke. Scheduled departure time was XA15. The passenger arrived at XA00. The ground handlers from FBO took over 35 mins to load the aircraft. I was provided with the passenger manifest, which I put in the envelope with the rest of our paperwork and gave to ground representative to mail. I had the preliminary load data and with the ground crew. We had mke operations call dispatch. They said they were waiting on the load data. I rechked the numbers based our weights and believed they were valid. At this point we were almost an hour late because of the slow loading and waiting on load.

Title: MD80 FLT DELAYED FOR TKOF WHEN COMPANY REQUIRED CLOSEOUT NUMBERS ARE AWAITED BUT ALAS, TO NO AVAIL, AT MKE, WI.

Narrative: ON FLT FROM MKE, TAXIING OUT FOR DEP, REQUESTED CLOSEOUT NUMBERS FOR RWY 7R AT MKE, HAVING WAITED MORE THAN 10 MINS FOR THE CLOSEOUT. WE CALLED DISPATCH THROUGH OPS AT MKE AND REQUESTED THE CLOSEOUT. DISPATCH CAME BACK AND REQUESTED INFO SUCH AS, SEATING ARRANGEMENT, WEIGHT OF CARGO, AND OTHER INFO WHICH I DID NOT KNOW. AFTER GIVING THEM A TOTAL FUEL ON BOARD NUMBER, THEY STILL REQUESTED INFO THAT WE DID NOT HAVE AT THE TIME. I TOLD THE CAPT THAT WE NEEDED OUR CLOSEOUT, BUT DISPATCH KEPT ASKING US LOADING QUESTIONS, AND APPARENTLY DID NOT GET THE INFO FORM THE LOADERS AT THE MKE RAMP. WE WAITED APPROX 15 MINS AND THE SIT WAS GOING NOWHERE. DISPATCH THEN CANCELLED OUR ALTERNATE ARPT AND GAVE US A NEW FUEL NUMBER, SINCE WE HAD ALREADY BURNT BELOW OUR MIN FUEL. THE CAPT THEN DECIDED THAT HE WAS GOING TO TKOF AND THAT WE COULD USE THE NUMBERS SINCE THEY WERE REQUESTED JUST PRIOR TO TAXI, AND HE THOUGHT THOSE WERE ACCURATE EVEN WITHOUT THE CLOSEOUT. WE THEN DEPARTED WITHOUT THE CLOSEOUT. SUPPLEMENTAL INFO FROM ACN 585041: WE WERE WORKING A CHARTER FROM MKE. SCHEDULED DEP TIME WAS XA15. THE PAX ARRIVED AT XA00. THE GND HANDLERS FROM FBO TOOK OVER 35 MINS TO LOAD THE ACFT. I WAS PROVIDED WITH THE PAX MANIFEST, WHICH I PUT IN THE ENVELOPE WITH THE REST OF OUR PAPERWORK AND GAVE TO GND REPRESENTATIVE TO MAIL. I HAD THE PRELIMINARY LOAD DATA AND WITH THE GND CREW. WE HAD MKE OPS CALL DISPATCH. THEY SAID THEY WERE WAITING ON THE LOAD DATA. I RECHKED THE NUMBERS BASED OUR WTS AND BELIEVED THEY WERE VALID. AT THIS POINT WE WERE ALMOST AN HR LATE BECAUSE OF THE SLOW LOADING AND WAITING ON LOAD.
