Narrative:

Passenger had encounters with flight attendant #2 prior to departure. My first encounter with her was during beverage service. Before I had an opportunity to ask for her preference, she said 'no food, give me 2 bloody mary's' I told her, considering her behavior, I did not feel comfortable serving her liquor. She mentioned she would now need to write another letter to my company. Passenger seated next to her told me they were afraid of her. I relocated them. The captain told the disruptive passenger, via flight attendant #1, not to address either me or flight attendant #2 unless it was an emergency. She then came to the aft galley and proceeded to confront flight attendant #2 with verbal threats. I attempted to put myself between the 2, telling her to situation down. She would not do so. I called the cockpit. The captain came on the PA telling her to situation down. Eventually, she did. We were unable to perform our second service due to this passenger. Police met our flight in phx. They spoke to the crew, passenger seated near her, and the passenger herself. The police told us they would not take the disruptive passenger into custody, because she had not touched us. Our placard states 'united states federal law requires you obey instructional signs and crew member instructions.' she did not follow our instructions, and she interfered with our flight service. I believe the officers, who met our flight were remiss in their duties. She should have been cited.

Title: AN MD80 FLT ATTENDANT RPTED THAT A PAX BECAME SO DISRUPTIVE WHEN SHE WAS DENIED HER REQUEST FOR EXCESSIVE ALCOHOL, THAT THE FLT ATTENDANTS WERE UNABLE TO MAKE THEIR SECOND SVC. ASTONISHINGLY, THE POLICE WERE UNWILLING TO ARREST THE PAX UPON ARR IN PHX.

Narrative: PAX HAD ENCOUNTERS WITH FLT ATTENDANT #2 PRIOR TO DEP. MY FIRST ENCOUNTER WITH HER WAS DURING BEVERAGE SVC. BEFORE I HAD AN OPPORTUNITY TO ASK FOR HER PREFERENCE, SHE SAID 'NO FOOD, GIVE ME 2 BLOODY MARY'S' I TOLD HER, CONSIDERING HER BEHAVIOR, I DID NOT FEEL COMFORTABLE SERVING HER LIQUOR. I CALLED THE COCKPIT. THE CAPT CAME ON THE PA TELLING HER TO SIT DOWN. EVENTUALLY, SHE DID. WE WERE UNABLE TO PERFORM OUR SECOND SVC DUE TO THIS PAX. POLICE MET OUR FLT IN PHX. THEY SPOKE TO THE CREW, PAX SEATED NEAR HER, AND THE PAX HERSELF. THE POLICE TOLD US THEY WOULD NOT TAKE THE DISRUPTIVE PAX INTO CUSTODY, BECAUSE SHE HAD NOT TOUCHED US. OUR PLACARD STATES 'UNITED STATES FEDERAL LAW REQUIRES YOU OBEY INSTRUCTIONAL SIGNS AND CREW MEMBER INSTRUCTIONS.' SHE DID NOT FOLLOW OUR INSTRUCTIONS, AND SHE INTERFERED WITH OUR FLT SVC. I BELIEVE THE OFFICERS, WHO MET OUR FLT WERE REMISS IN THEIR DUTIES. SHE SHOULD HAVE BEEN CITED.
