Narrative:

Climbing to cruise altitude with ZKC, we were alerted by TCASII to a conflict near ulman intersection. Aircraft passed within approximately 3 mi laterally and 400 ft vertically nearing FL310 before we took evasive action. We were climbing through FL306 on the way up to FL330. Traffic was converging at FL310. No warning was given by the controller. It could have resulted in a midair or near midair collision had TCASII not given us commands to keep clear of the conflict. We descended about 800 ft until the advisory went away. All commands from TCASII were complied with and we alerted ATC after the conflict was over.

Title: F100 CREW HAD LESS THAN LEGAL SEPARATION IN ZKC CLASS A AIRSPACE.

Narrative: CLBING TO CRUISE ALT WITH ZKC, WE WERE ALERTED BY TCASII TO A CONFLICT NEAR ULMAN INTXN. ACFT PASSED WITHIN APPROX 3 MI LATERALLY AND 400 FT VERTLY NEARING FL310 BEFORE WE TOOK EVASIVE ACTION. WE WERE CLBING THROUGH FL306 ON THE WAY UP TO FL330. TFC WAS CONVERGING AT FL310. NO WARNING WAS GIVEN BY THE CTLR. IT COULD HAVE RESULTED IN A MIDAIR OR NMAC HAD TCASII NOT GIVEN US COMMANDS TO KEEP CLR OF THE CONFLICT. WE DSNDED ABOUT 800 FT UNTIL THE ADVISORY WENT AWAY. ALL COMMANDS FROM TCASII WERE COMPLIED WITH AND WE ALERTED ATC AFTER THE CONFLICT WAS OVER.
