Narrative:

After landing and during rollout on runway 22L at ewr, tower instructed us to 'exit at the high speed.' high speed taxiway north was closed for construction, so we exited right on high speed taxiway V. While clearing runway 22L at high speed taxiway V, tower instructed us to 'turn left onto taxiway P and hold short of runway 22R at taxiway pb.' while trying to identify taxiway P, our aircraft taxied across the runway 22R hold short line on taxiway V. Our aircraft stopped well short (approximately 50 ft) of the painted edge of runway 22R. Tower observed we were holding short of runway 22R at taxiway V and told us we were given instructions to take taxiway P to 'pb' and hold short of runway 22R at 'pb.' tower then told us to turn left (about a 120-150 degree turn) on taxiway P and hold short of runway 22R at taxiway pb, which we proceeded to do. Factors I consider to have contributed to taxiing across runway 22R hold short line on taxiway V include: 1) absence of clearly marked, visible taxiway signs identing taxiway P when exiting runway 22L at high speed taxiway V. 2) a lot of construction on and southwest of taxiway north between runways 22L and 22R. 3) taxiway P southwest of taxiway V and taxiway pb east of runway 22R are not depicted on the fmii ewr 10-9 airport diagram page dated oct/xa/02. There were no NOTAMS issued concerning this extension of taxiway P either. It appeared to be newly constructed and opened. 4) very short taxi distance between exiting runway 22L at taxiway V and the left turn required to taxi onto taxiway P.

Title: F100 CREW AFTER LNDG AT EWR ON RWY 22L ARE INSTRUCTED TO HOLD SHORT OF RWY 22R. CREW BECAME CONFUSED AND CROSSED THE RWY 22R HOLD SHORT LINES.

Narrative: AFTER LNDG AND DURING ROLLOUT ON RWY 22L AT EWR, TWR INSTRUCTED US TO 'EXIT AT THE HIGH SPD.' HIGH SPD TXWY N WAS CLOSED FOR CONSTRUCTION, SO WE EXITED R ON HIGH SPD TXWY V. WHILE CLRING RWY 22L AT HIGH SPD TXWY V, TWR INSTRUCTED US TO 'TURN L ONTO TXWY P AND HOLD SHORT OF RWY 22R AT TXWY PB.' WHILE TRYING TO IDENT TXWY P, OUR ACFT TAXIED ACROSS THE RWY 22R HOLD SHORT LINE ON TXWY V. OUR ACFT STOPPED WELL SHORT (APPROX 50 FT) OF THE PAINTED EDGE OF RWY 22R. TWR OBSERVED WE WERE HOLDING SHORT OF RWY 22R AT TXWY V AND TOLD US WE WERE GIVEN INSTRUCTIONS TO TAKE TXWY P TO 'PB' AND HOLD SHORT OF RWY 22R AT 'PB.' TWR THEN TOLD US TO TURN L (ABOUT A 120-150 DEG TURN) ON TXWY P AND HOLD SHORT OF RWY 22R AT TXWY PB, WHICH WE PROCEEDED TO DO. FACTORS I CONSIDER TO HAVE CONTRIBUTED TO TAXIING ACROSS RWY 22R HOLD SHORT LINE ON TXWY V INCLUDE: 1) ABSENCE OF CLRLY MARKED, VISIBLE TXWY SIGNS IDENTING TXWY P WHEN EXITING RWY 22L AT HIGH SPD TXWY V. 2) A LOT OF CONSTRUCTION ON AND SW OF TXWY N BTWN RWYS 22L AND 22R. 3) TXWY P SW OF TXWY V AND TXWY PB E OF RWY 22R ARE NOT DEPICTED ON THE FMII EWR 10-9 ARPT DIAGRAM PAGE DATED OCT/XA/02. THERE WERE NO NOTAMS ISSUED CONCERNING THIS EXTENSION OF TXWY P EITHER. IT APPEARED TO BE NEWLY CONSTRUCTED AND OPENED. 4) VERY SHORT TAXI DISTANCE BTWN EXITING RWY 22L AT TXWY V AND THE L TURN REQUIRED TO TAXI ONTO TXWY P.
