Narrative:

I was en route to assist on a law enforcement mission in the area of van nuys airport. Prior to departure, I received a standard briefing from the riverside FSS office and no information of the dodger stadium tfr was mentioned. My route of flight took would have taken me through the tfr. Due to poor WX at lax, I was unable to get flight following or any ATC services. I was broadcasting my position on a VFR helicopter frequency when I was reminded by another aircraft that the dodger stadium tfr was in effect due to a game in progress. At the time I was informed of the tfr being in effect, I was just inside the 3 NM limit. I remained clear of the tfr and changed my route of flight to avoid the tfr. I was wrong in assuming that the tfr would not be in effect since it was not mentioned by the FSS specialist. I spoke later to the riverside FSS and was told that they routinely do not mention the tfr since they are not informed when it is in effect. It is up to the pilot to check the newspaper, etc, to see when a game is in progress. In my opinion, there should be a way of notifying FSS/ATC when the tfr is in effect to avoid incursions and that information should be included in the standard briefing. In addition, I am used to working in the ATC environment which exempts law enforcement from being in contact with ATC from the tfr. In this case, the volume of traffic inbound to lax prevented me from establishing radio contact with the ATC facility responsible for the tfr.

Title: A POLICE OFFICER, FLYING A HELI IN SCT'S AIRSPACE, VIOLATED THE DODGER STADIUM TFR.

Narrative: I WAS ENRTE TO ASSIST ON A LAW ENFORCEMENT MISSION IN THE AREA OF VAN NUYS ARPT. PRIOR TO DEP, I RECEIVED A STANDARD BRIEFING FROM THE RIVERSIDE FSS OFFICE AND NO INFO OF THE DODGER STADIUM TFR WAS MENTIONED. MY RTE OF FLT TOOK WOULD HAVE TAKEN ME THROUGH THE TFR. DUE TO POOR WX AT LAX, I WAS UNABLE TO GET FLT FOLLOWING OR ANY ATC SVCS. I WAS BROADCASTING MY POS ON A VFR HELI FREQ WHEN I WAS REMINDED BY ANOTHER ACFT THAT THE DODGER STADIUM TFR WAS IN EFFECT DUE TO A GAME IN PROGRESS. AT THE TIME I WAS INFORMED OF THE TFR BEING IN EFFECT, I WAS JUST INSIDE THE 3 NM LIMIT. I REMAINED CLR OF THE TFR AND CHANGED MY RTE OF FLT TO AVOID THE TFR. I WAS WRONG IN ASSUMING THAT THE TFR WOULD NOT BE IN EFFECT SINCE IT WAS NOT MENTIONED BY THE FSS SPECIALIST. I SPOKE LATER TO THE RIVERSIDE FSS AND WAS TOLD THAT THEY ROUTINELY DO NOT MENTION THE TFR SINCE THEY ARE NOT INFORMED WHEN IT IS IN EFFECT. IT IS UP TO THE PLT TO CHK THE NEWSPAPER, ETC, TO SEE WHEN A GAME IS IN PROGRESS. IN MY OPINION, THERE SHOULD BE A WAY OF NOTIFYING FSS/ATC WHEN THE TFR IS IN EFFECT TO AVOID INCURSIONS AND THAT INFO SHOULD BE INCLUDED IN THE STANDARD BRIEFING. IN ADDITION, I AM USED TO WORKING IN THE ATC ENVIRONMENT WHICH EXEMPTS LAW ENFORCEMENT FROM BEING IN CONTACT WITH ATC FROM THE TFR. IN THIS CASE, THE VOLUME OF TFC INBOUND TO LAX PREVENTED ME FROM ESTABLISHING RADIO CONTACT WITH THE ATC FACILITY RESPONSIBLE FOR THE TFR.
