Narrative:
Tower controller had very poor use of english language. Clearance was 'cleared for takeoff (unintelligible),' I repeated the cleared for takeoff, and asked for a repeat on the last. Tower again said 'cleared for takeoff,' so I took off, turned out, and was told to contact departure. Departure immediately asked for my altitude -- I responded with 'passing 2000 ft.' departure said 'roger, altitude restr deleted, climb to en route altitude.' at no time did I receive an altitude restr from tower (unless it was in the 'last' that I asked for a repeat on, and didn't get). This particular controller was thick tongued, and mumbled, and also was not concise (or precise) in her attention to her xmissions or mine, creating a loss of communication.

Title: PLT EXPERIENCED COM DIFFICULTY WITH MLU TWR CTLR.
Narrative: TWR CTLR HAD VERY POOR USE OF ENGLISH LANGUAGE. CLRNC WAS 'CLRED FOR TKOF (UNINTELLIGIBLE),' I REPEATED THE CLRED FOR TKOF, AND ASKED FOR A REPEAT ON THE LAST. TWR AGAIN SAID 'CLRED FOR TKOF,' SO I TOOK OFF, TURNED OUT, AND WAS TOLD TO CONTACT DEP. DEP IMMEDIATELY ASKED FOR MY ALT -- I RESPONDED WITH 'PASSING 2000 FT.' DEP SAID 'ROGER, ALT RESTR DELETED, CLB TO ENRTE ALT.' AT NO TIME DID I RECEIVE AN ALT RESTR FROM TWR (UNLESS IT WAS IN THE 'LAST' THAT I ASKED FOR A REPEAT ON, AND DIDN'T GET). THIS PARTICULAR CTLR WAS THICK TONGUED, AND MUMBLED, AND ALSO WAS NOT CONCISE (OR PRECISE) IN HER ATTN TO HER XMISSIONS OR MINE, CREATING A LOSS OF COM.
