Narrative:

Position in pdk ATCT, chamblee, GA, continuously going OTS, fixed and going OTS again. Has malfunctioned at critical times during busy traffic. Is occurring on all position and has been an ongoing problem for yrs now. Even when maintenance fixes or attempts to fix a position when it goes out, admits it probably won't last long. This is a major problem waiting for an incident. Lots of people know about this problem yet seem unwilling or unable to fix it.
