Narrative:

Departed cmh (port columbus international, columbus, oh) VFR to nearby osu. Clearance was 2500 ft, direct osu, with assigned discrete transponder code and departure frequency. After takeoff, tower cleared me for a right turn direct to osu. Subsequently tower requested I report when osu was in sight. There was no handoff to departure. As I entered osu class D airspace, I attempted to communicate with cmh tower, but was unable due to frequency congestion. I experienced a TA on the TCASII, indicating close traffic 600 ft above. I initiated a descent for safe traffic separation. Unable to establish communication with cmh tower, I contacted osu tower. Osu tower was alarmed as the citation traffic just passing overhead had made a visual report of my presence. Osu tower vectored me for landing at osu. While airborne, I briefly explained to osu tower events associated with my arrival.

Title: C414 RECEIVES A TCAS II TA FROM CITATION TRAFFIC IN OSU CLASS D.

Narrative: DEPARTED CMH (PORT COLUMBUS INTL, COLUMBUS, OH) VFR TO NEARBY OSU. CLRNC WAS 2500 FT, DIRECT OSU, WITH ASSIGNED DISCRETE XPONDER CODE AND DEP FREQ. AFTER TKOF, TWR CLRED ME FOR A R TURN DIRECT TO OSU. SUBSEQUENTLY TWR REQUESTED I RPT WHEN OSU WAS IN SIGHT. THERE WAS NO HDOF TO DEP. AS I ENTERED OSU CLASS D AIRSPACE, I ATTEMPTED TO COMMUNICATE WITH CMH TWR, BUT WAS UNABLE DUE TO FREQ CONGESTION. I EXPERIENCED A TA ON THE TCASII, INDICATING CLOSE TFC 600 FT ABOVE. I INITIATED A DSCNT FOR SAFE TFC SEPARATION. UNABLE TO ESTABLISH COM WITH CMH TWR, I CONTACTED OSU TWR.
