Narrative:

Our flight was level at 12000 ft on the lynsy arrival into las, approaching lynsy. I (captain) saw aircraft approaching on TCASII. The aircraft was a piper twin. We tried to contact center to inquire, but frequency was congested. Received TCASII RA, complied and climbed to 13000 ft. Leveled off, while calling center. Center acknowledged and said to descend back to 12000 ft when clear of conflict. We descended after the TCASII RA was clear and we saw traffic passing off our left side.
