Narrative:

While taxiing for takeoff on runway 7 (back taxiing on runway 25), I failed to see a cherokee, who was on a left base for runway 25. I could not clear the runway in time to avoid his going around (no parallel taxiway was available). After he went around and was on crosswind for runway 25, I departed runway 7 as originally planned. Probable cause, my lack of vision to see him on base contributed by reduced visibility due to fog, scattered low cloud layer. Also contributing was his non-standard pattern entry (directly to the base leg).
