Narrative:

Air carrier X was on an ILS runway 25L approach to hunda at 3500 ft, descending. Air carrier Y, B747, was on vectors to runway 24R. Air carrier Y was turned too early and was on dogleg to join ILS 2 mi west of hunda at 2500 ft. He is supposed to be established on the ILS prior to, east of hunda. I canceled air carrier X's approach clearance. I instructed him to maintain 3500 ft. The pilot had already left 3500 ft and was unable to stop descent until reaching 3000 ft. After air carrier Y was established on his localizer, I reclred air carrier X. Monitored approachs were in progress. Visibility to the east was limited and there were clouds at around 3500 ft. I was working parallel monitor #1 (pm-1).

THE PLT HAD ALREADY LEFT 3500 FT AND WAS UNABLE TO STOP DSCNT UNTIL REACHING 3000 FT. AFTER ACR Y WAS ESTABLISHED ON HIS LOC, I RECLRED ACR X. MONITORED APCHS WERE IN PROGRESS. VISIBILITY TO THE E WAS LIMITED AND THERE WERE CLOUDS AT AROUND 3500 FT. I WAS WORKING PARALLEL MONITOR #1 (PM-1).
