Narrative:
While on the ground, I contacted cpt on 119.8 to get my IFR clearance. He told me to take off and fly east of tpf, stay clear of class B and get my clearance on 119.5. I did so and repeatedly tried to contact him, but he was busy with other traffic and did not respond. I then tried tpa departure on 128.475 and he told me to contact departure on 135.xx?, which I did. He told me to 'get out of mcdill airspace, (I don't think I was in it!), and later he instructed me to climb to 8000 ft -- which would have taken me through class B. He did not say 'cleared through class B.' at any rate, I'm not certain if I had an airspace violation because I circled near the bay's eastern shore. To complicate matters, there was dense smoke coming from a plant due east of tpf.

Title: M20 DEPARTING TPF VFR FOR IFR PICKUP ENTERS MCF AFB AIRSPACE.
Narrative: WHILE ON THE GND, I CONTACTED CPT ON 119.8 TO GET MY IFR CLRNC. HE TOLD ME TO TAKE OFF AND FLY E OF TPF, STAY CLR OF CLASS B AND GET MY CLRNC ON 119.5. I DID SO AND REPEATEDLY TRIED TO CONTACT HIM, BUT HE WAS BUSY WITH OTHER TFC AND DID NOT RESPOND. I THEN TRIED TPA DEP ON 128.475 AND HE TOLD ME TO CONTACT DEP ON 135.XX?, WHICH I DID. HE TOLD ME TO 'GET OUT OF MCDILL AIRSPACE, (I DON'T THINK I WAS IN IT!), AND LATER HE INSTRUCTED ME TO CLB TO 8000 FT -- WHICH WOULD HAVE TAKEN ME THROUGH CLASS B. HE DID NOT SAY 'CLRED THROUGH CLASS B.' AT ANY RATE, I'M NOT CERTAIN IF I HAD AN AIRSPACE VIOLATION BECAUSE I CIRCLED NEAR THE BAY'S EASTERN SHORE.
