Narrative:
Returning from srq, I stopped at fkn to refuel and file a VFR flight plan by telephone to my base at daw and request a clearance through the nyc tfr. I requested to enter through rbv VOR and exit at cmk VOR. I had been given these entry/exit points by the nyc FSS on my way south on 03/tue/03. The jyo FSS briefer asked when I could expect to be at rbv VOR. I told him 2 hours. He also cleared me to psm VOR because he could not find daw. I contacted orf approach who were anticipating me on 127.9. I was given a squawk code 563. I was handed to washington center and then to nyc center on 118.97 at rbv VOR. I was hand over to 126.7, the controller there said, 'oh is that you at rbv' and told me to 'squawk 1200.' I tried to speak, but he was busy and never replied. I had heard him speak to other aircraft saying cmk VOR was outside his airspace. As I entered near cmk I requested a handoff and was given 120.55. The new controller asked if I knew I had entered the tfr. I was given a new squawk code and explained the sequence of events. He was not aware of my destination, although orf approach and washington center were. I was followed by an F16 to bradley, and then proceeded to daw.
