Reference enclosed airport diagram. Local control observed aircraft #1 taxi past the runway 23L hold line located at taxiway A9. Aircraft #1 was not on ground frequency. The local had the landing king air change to runway 23R from short final. The taxiing aircraft was instructed by local to taxi off the active runway 23L. The hold line at taxiway 19 is non-standard. This problem area causes frequency runway incursions.

Title: RWY INCURSION CREATES A POTENTIAL GND CONFLICT AFTER A BE35 PLT CROSSES THE NON STANDARD HOLD LINE FOR RWY 23L AT TYS, TN.

Narrative: REF ENCLOSED ARPT DIAGRAM. LCL CTL OBSERVED ACFT #1 TAXI PAST THE RWY 23L HOLD LINE LOCATED AT TXWY A9. ACFT #1 WAS NOT ON GND FREQ. THE LCL HAD THE LNDG KING AIR CHANGE TO RWY 23R FROM SHORT FINAL. THE TAXIING ACFT WAS INSTRUCTED BY LCL TO TAXI OFF THE ACTIVE RWY 23L. THE HOLD LINE AT TXWY 19 IS NON-STANDARD. THIS PROB AREA CAUSES FREQ RWY INCURSIONS.
