Narrative:

On patrol at 1000 ft vicinity of hvn wbound. WX MVFR. At hpn, WX was IFR. We contacted ny approach 126.95, then mvn tower for class D clearance. We put our request for IFR clearance with 126.95. Hvn tower came back to us with clearance. We confirmed and climbed contacting 126.95, who accepted us with discrete permanent transponder code. Two controllers later, at 6000 ft, controller asked if we were IFR. We replied affirmative. He asked if were filed with FSS. We replied, 'it was a pop up with 126.95 outside ADIZ.' he said we need to contact FSS in the future, because he had nothing in the system. I called ATC watch desk supervisor TRACON and he said there was no problem with our procedure.

WE REPLIED AFFIRMATIVE. HE ASKED IF WERE FILED WITH FSS. WE REPLIED, 'IT WAS A POP UP WITH 126.95 OUTSIDE ADIZ.' HE SAID WE NEED TO CONTACT FSS IN THE FUTURE, BECAUSE HE HAD NOTHING IN THE SYSTEM. I CALLED ATC WATCH DESK SUPVR TRACON AND HE SAID THERE WAS NO PROB WITH OUR PROC.
