Narrative:

Approximately 6 mile final on ILS runway 27 at hgr, while IFR and talking to washington ARTCC, I cancelled IFR and was told to 'squawk appropriate code.' I changed to transponder 1200, but was still inside the expanded tfr area of 10 NM fro P40. Upon landing, I was called by a representative of the tsa. He said that I was in violation of the tfr (P40 expanded 10 NM radius) when I changed to transponder code 1200. I acknowledged the fact, and explained that I was IFR and cleared for the ILS approach prior to the transponder change and canceling IFR. He said that I was still in violation on the tfr. I spoke to a controller at hgr tower and explained the situation. He said that he has tried to get the controller at washington. ARTCC to advise pilots to 'remain on assigned squawk' until landing, but they still use various terms which could lead to changing transponder code to VFR inside the tfr area.

Narrative: APPROX 6 MILE FINAL ON ILS RWY 27 AT HGR, WHILE IFR AND TALKING TO WASHINGTON ARTCC, I CANCELLED IFR AND WAS TOLD TO 'SQUAWK APPROPRIATE CODE.' I CHANGED TO XPONDER 1200, BUT WAS STILL INSIDE THE EXPANDED TFR AREA OF 10 NM FRO P40. UPON LNDG, I WAS CALLED BY A REPRESENTATIVE OF THE TSA. HE SAID THAT I WAS IN VIOLATION OF THE TFR (P40 EXPANDED 10 NM RADIUS) WHEN I CHANGED TO XPONDER CODE 1200. I ACKNOWLEDGED THE FACT, AND EXPLAINED THAT I WAS IFR AND CLEARED FOR THE ILS APCH PRIOR TO THE XPONDER CHANGE AND CANCELING IFR. HE SAID THAT I WAS STILL IN VIOLATION ON THE TFR. I SPOKE TO A CTLR AT HGR TWR AND EXPLAINED THE SIT. HE SAID THAT HE HAS TRIED TO GET THE CTLR AT WASHINGTON. ARTCC TO ADVISE PLTS TO 'REMAIN ON ASSIGNED SQUAWK' UNTIL LNDG, BUT THEY STILL USE VARIOUS TERMS WHICH COULD LEAD TO CHANGING XPONDER CODE TO VFR INSIDE THE TFR AREA.
