Narrative:

Boarding problem. Original aircraft had maintenance problem so maintenance control decided to change equipment. The captain and agent informed passenger they would deplane and reboard the new aircraft at the next gate. I left the aircraft via jetbridge stairs to the ramp and completed exterior preflight on the new aircraft. Upon entering new aircraft the passenger were already boarding. While completing my interior inspection, the captain arrived in the cockpit and informed me the agent had started boarding prior to flight attendant arrival. The flight attendants did not get to complete their preboarding inspections before the passenger arrived. Also, the agents did not rescan boarding passes when the passenger came from the old aircraft. They said the passenger were supervised, but that is inherently unsecure.

Title: DURING AN ACFT CHANGE AND PAX TRANSFER, THE PIC NOTED THAT PAX WERE BOARDED ON THE NEW FLT WITHOUT A RESCAN OF THEIR BOARDING PASSES AND PRIOR TO THE FLT ATTENDANT CABIN INSPECTION BEING PERFORMED AT ZZZ, US.

Narrative: BOARDING PROB. ORIGINAL ACFT HAD MAINT PROB SO MAINT CTL DECIDED TO CHANGE EQUIPMENT. THE CAPT AND AGENT INFORMED PAX THEY WOULD DEPLANE AND REBOARD THE NEW ACFT AT THE NEXT GATE. I LEFT THE ACFT VIA JETBRIDGE STAIRS TO THE RAMP AND COMPLETED EXTERIOR PREFLT ON THE NEW ACFT. UPON ENTERING NEW ACFT THE PAX WERE ALREADY BOARDING. WHILE COMPLETING MY INTERIOR INSPECTION, THE CAPT ARRIVED IN THE COCKPIT AND INFORMED ME THE AGENT HAD STARTED BOARDING PRIOR TO FLT ATTENDANT ARR. THE FLT ATTENDANTS DID NOT GET TO COMPLETE THEIR PREBOARDING INSPECTIONS BEFORE THE PAX ARRIVED. ALSO, THE AGENTS DID NOT RESCAN BOARDING PASSES WHEN THE PAX CAME FROM THE OLD AIRCRAFT. THEY SAID THE PAX WERE SUPERVISED, BUT THAT IS INHERENTLY UNSECURE.
