Narrative:

In nyc I called the WX brief briefer to plan a VFR flight plan from caldwell, nj (cdw) to cherry ridge, PA (N30). I filed a flight plan and was told to get an assigned transponder code on the ground at caldwell and contact ATC on takeoff, proceeding first to stillwater VOR area before being cleared to head to N30 due to new national safety rules. Started engine at cdw, got transponder code from caldwell ground. At run up area, asked ground what ATC frequency to use after takeoff. They said stay with the cdw tower. I said the briefer had said to contact ATC and head towards stillwater. They said I could head straight out and stay with tower. Figuring these were special local instructions for cdw, I headed out towards N30 on a 318 degree course. A few mins out I radioed cdw tower and asked if I should keep the special transponder code all the way to N30. They said the chief idea was to stay under and clear of B airspace and that once out of B I could squawk VFR and continue. Did all that. On landing at N30, one of the local pilots came up, and said the FAA wanted to talk to me, dialed the number on his cell phone and gave it to me. The guy I talked to said I had done things improperly, hopefully not in too much trouble. Yet to hear. Im sure we are all, pilots, briefer, tower, etc concerned with keeping things secure and safe. So I'm writing this to help make sure in the future we are all on the same page.

STARTED ENG AT CDW, GOT TRANSPONDER CODE FROM CALDWELL GND. AT RUN UP AREA, ASKED GND WHAT ATC FREQ TO USE AFTER TKOF. THEY SAID STAY WITH THE CDW TWR. I SAID THE BRIEFER HAD SAID TO CONTACT ATC AND HEAD TOWARDS STILLWATER. THEY SAID I COULD HEAD STRAIGHT OUT AND STAY WITH TWR. FIGURING THESE WERE SPECIAL LOCAL INSTRUCTIONS FOR CDW, I HEADED OUT TOWARDS N30 ON A 318 DEG COURSE. A FEW MINS OUT I RADIOED CDW TWR AND ASKED IF I SHOULD KEEP THE SPECIAL TRANSPONDER CODE ALL THE WAY TO N30. THEY SAID THE CHIEF IDEA WAS TO STAY UNDER AND CLR OF B AIRSPACE AND THAT ONCE OUT OF B I COULD SQUAWK VFR AND CONTINUE. DID ALL THAT. ON LNDG AT N30, ONE OF THE LOCAL PLTS CAME UP, AND SAID THE FAA WANTED TO TALK TO ME, DIALED THE NUMBER ON HIS CELL PHONE AND GAVE IT TO ME. THE GUY I TALKED TO SAID I HAD DONE THINGS IMPROPERLY, HOPEFULLY NOT IN TOO MUCH TROUBLE. YET TO HEAR. IM SURE WE ARE ALL, PLTS, BRIEFER, TWR, ETC CONCERNED WITH KEEPING THINGS SECURE AND SAFE. SO I'M WRITING THIS TO HELP MAKE SURE IN THE FUTURE WE ARE ALL ON THE SAME PAGE.
