Narrative:

The event was I squawked 1200 in the newly formed dc ADIZ and failed to contact the controling agency, pct approach, before my departure. I arrived at the airport to go on a pleasure flight to practice lndgs and a brief sight-seeing flight in the local area. I had not flown in the dc area for over two months. I have, previously over the past two years, logged approximately 100 hours from jyo, so I assumed I was familiar with the local procedures. I completed a trip around the pattern and departed to the north. Just after I left the pattern, I was called by the jyo unicom and was told I needed to contact pct clearance on 188.55. I was notified that I had squawked 1200 in an ADIZ (which I was unaware the ADIZ existed). They gave me permission to re-penetrate the ADIZ, remain clear of dulles int'l class B, and return to jyo for a full stop. I was assigned a discrete code and told I needed to call approach via telephone on the ground. I also received a call from the FAA a few days later and I'm expecting a letter in the mail dealing with the event. My assessment is my failure to obtain a WX briefing, this was because I checked metar and taf's online and concluded it was a perfect VMC day. The flight school FBO's failure to notify me of the recent addition of the ADIZ. The people who dispatched the plane to me knew me on a personal basis and were aware of my absence from the area, yet failed to notify me of the very important airspace changes.

Title: JYO FBO NOTIFIES PA28 PLT AFTER DEPING TFC PATTERN TO CALL FAA SUPVR AT PCT.

Narrative: THE EVENT WAS I SQUAWKED 1200 IN THE NEWLY FORMED DC ADIZ AND FAILED TO CONTACT THE CTLING AGENCY, PCT APCH, BEFORE MY DEP. I ARRIVED AT THE ARPT TO GO ON A PLEASURE FLT TO PRACTICE LNDGS AND A BRIEF SIGHT-SEEING FLT IN THE LOCAL AREA. I HAD NOT FLOWN IN THE DC AREA FOR OVER TWO MONTHS. I HAVE, PREVIOUSLY OVER THE PAST TWO YEARS, LOGGED APPROX 100 HRS FROM JYO, SO I ASSUMED I WAS FAMILIAR WITH THE LOCAL PROCS. I COMPLETED A TRIP AROUND THE PATTERN AND DEPARTED TO THE N. JUST AFTER I LEFT THE PATTERN, I WAS CALLED BY THE JYO UNICOM AND WAS TOLD I NEEDED TO CONTACT PCT CLRNC ON 188.55. I WAS NOTIFIED THAT I HAD SQUAWKED 1200 IN AN ADIZ (WHICH I WAS UNAWARE THE ADIZ EXISTED). THE FLT SCHOOL FBO'S FAILURE TO NOTIFY ME OF THE RECENT ADDITION OF THE ADIZ. THE PEOPLE WHO DISPATCHED THE PLANE TO ME KNEW ME ON A PERSONAL BASIS AND WERE AWARE OF MY ABSENCE FROM THE AREA, YET FAILED TO NOTIFY ME OF THE VERY IMPORTANT AIRSPACE CHANGES.
