Narrative:
Aircraft #1 (recently certified private pilot on first cross country) performed touch-and-go. Tower instructed aircraft #1 to 'fly runway heading' and contact departure. Aircraft #1 made a left turn out sebound. Aircraft #2 was inbound to left base for runway 24 from ssw. Tower attempted to have departure control turn aircraft sbound but dr was not speaking to aircraft #1. Tower made several attempts to contact aircraft #1, to no avail. Traffic was issued to aircraft #2 and aircraft #2 did not have aircraft #1 in sight. Tower vectored aircraft #2 wbound to avoid collision with aircraft #1. Aircraft passed by approximately 2000 ft at 2100 ft MSL. Aircraft #2 then sighted aircraft #1 and turned back into downwind behind aircraft #1. Separation was maintained but aircraft #1 sure made an increased workload. Another aircraft was delayed by being put on upwind leg until aircraft #1 and #2 could be pried apart. Aircraft #1 finally contacted departure 15 NM east of airport. Pilot of aircraft #1 called tower and we had an 'educational conversation.'

Title: NORDO ACFT LEAVING PATTERN IS IN CONFLICT WITH INBOUND AT ERI ARPT.
Narrative: ACFT #1 (RECENTLY CERTIFIED PVT PLT ON FIRST XCOUNTRY) PERFORMED TOUCH-AND-GO. TWR INSTRUCTED ACFT #1 TO 'FLY RWY HDG' AND CONTACT DEP. ACFT #1 MADE A L TURN OUT SEBOUND. ACFT #2 WAS INBOUND TO L BASE FOR RWY 24 FROM SSW. TWR ATTEMPTED TO HAVE DEP CTL TURN ACFT SBOUND BUT DR WAS NOT SPEAKING TO ACFT #1. TWR MADE SEVERAL ATTEMPTS TO CONTACT ACFT #1, TO NO AVAIL. TFC WAS ISSUED TO ACFT #2 AND ACFT #2 DID NOT HAVE ACFT #1 IN SIGHT. TWR VECTORED ACFT #2 WBOUND TO AVOID COLLISION WITH ACFT #1. ACFT PASSED BY APPROX 2000 FT AT 2100 FT MSL.
