Narrative:

Ground told us to taxi to runway 28 via taxiway A4 and taxiway a. En route to runway 28 on taxiway a, and prior to the standard 2 pair of yellow 'wig-wag' lights with their associated hold markings and signs, we encountered 2 pair of steady-burning, yellow lights with no associated signage. Since there were no signs, we continued forward to the standard marked runway hold position. ATC did not complain, but in retrospect, especially since this is a foreign airport, it would have been much smarter to stop and ask for clarification. The steady-burning, yellow lights were not in boxes like the wig-wag lights. Rather, they were just yellow bulbs, like blue taxi lights, only yellow and in pairs.
