Air carrier X (SH360) is en route pgv to clt, cruising at 6000 ft, 10 NM north of gsb. Military Y (a heavy KC10) departs runway 26 at gsb. Departure gives him 360 degree heading and 5000 ft. Departure calls him as traffic to air carrier X. Air carrier X reports traffic in sight at 10:30 O'clock position. Air carrier X is not given 'maintain visual separation.' air carrier X is called as traffic to military Y and military X reports negative contact. Departure clears military Y to 10000 ft. Military Y is on a line of constant bearing to air carrier X, and is now climbing towards 6000 ft. Range is approximately 2 1/2 mi. Air carrier X begins hard right turn to avoid collision. TCASII calls for rapid descent. Air carrier X continues a right turn and begins a rapid descent and advises seymour departure of evasive maneuvering. Military Y is now at approximately 5700 ft, and still has no visual with air carrier X. Range is less than 2 mi and decreasing. Seymour departure then instructs military Y to maintain 5000 ft! Military Y begins descent back to 5000 ft. Range is still decreasing to less than 1 NM, and likelihood of vertical separation has been lost. Captain of air carrier X (previously PNF) has visual with military Y. Midair collision is imminent. Range is much less than 1/2 NM and closing. Captain takes the aircraft and initiates maximum rate climb. Simultaneously, the TCASII reverses to 'climb, crossing, climb.' the 2 aircraft miss by minimal separation.

ACR X RPTS TFC IN SIGHT AT 10:30 O'CLOCK POS. ACR X IS NOT GIVEN 'MAINTAIN VISUAL SEPARATION.' ACR X IS CALLED AS TFC TO MIL Y AND MIL X RPTS NEGATIVE CONTACT. DEP CLRS MIL Y TO 10000 FT. MIL Y IS ON A LINE OF CONSTANT BEARING TO ACR X, AND IS NOW CLBING TOWARDS 6000 FT. RANGE IS APPROX 2 1/2 MI. ACR X BEGINS HARD R TURN TO AVOID COLLISION. TCASII CALLS FOR RAPID DSCNT. RANGE IS STILL DECREASING TO LESS THAN 1 NM, AND LIKELIHOOD OF VERT SEPARATION HAS BEEN LOST. CAPT OF ACR X (PREVIOUSLY PNF) HAS VISUAL WITH MIL Y. MIDAIR COLLISION IS IMMINENT. RANGE IS MUCH LESS THAN 1/2 NM AND CLOSING. CAPT TAKES THE ACFT AND INITIATES MAX RATE CLB. SIMULTANEOUSLY, THE TCASII REVERSES TO 'CLB, XING, CLB.' THE 2 ACFT MISS BY MINIMAL SEPARATION.
