Narrative:

Right hydraulic quantity decreased to a low level on climb out from ZZZ. Followed procedure in operations manual. (Turned off pumps.) on descent/approach, per procedure, turned the pumps back on and attempted to 'dirty' up the aircraft. Slats/flaps extended, but the gear did not. Followed manual gear extension and advised tower we would need to be towed off the runway. Landing uneventful, however, we blocked the runway for 20 mins while emergency and maintenance personnel cleared the aircraft for taxi.
