Narrative:

Midpoint RVR reported from ATC as temporarily inoperative. Using CAT IIIB approach. I thought we could shoot approach! Started approach at OM. Midpoint reported was 1000 ft RVR. Continued approach and landed. Controversy over if I could start approach. All other RVR's reported above minimum RVR of 600 ft listed for runway 9R approach.
