Narrative:

B757 off runway 27R on taxiway T. B737 on taxiway J (ramp) to taxiway T. When phl ramp gets overwhelmed by all aircraft landing runway 27R, need to turn off runway to the left or south, not north or right. Most aircraft were doing south, but B757 did not get off north on taxiway T. So, B737 came nose-to-nose on taxiway T. B757 was on ground 121.91, B737 was on ramp. Both given clearance to taxi on taxiway K eastbound. It was just luck we didn't hit each other on taxiway T. There needs to be a clear and concise 'program' on taxiway K and taxiway J at phl. When there is an 'event' (like snowstorm) and phl ramp gets overwhelmed, all aircraft must exit runway 27R to the south or left off runway 27L. No exceptions, or somebody is going to get hurt!

IT WAS JUST LUCK WE DIDN'T HIT EACH OTHER ON TXWY T. THERE NEEDS TO BE A CLR AND CONCISE 'PROGRAM' ON TXWY K AND TXWY J AT PHL. WHEN THERE IS AN 'EVENT' (LIKE SNOWSTORM) AND PHL RAMP GETS OVERWHELMED, ALL ACFT MUST EXIT RWY 27R TO THE S OR L OFF RWY 27L. NO EXCEPTIONS, OR SOMEBODY IS GOING TO GET HURT!
