Narrative:

Descent to drt. Approach gives instruction to 'cross dlf at 4000 ft and 5 mi west at 3600 ft, cleared for the visual approach at drt.' the PF continued his descent past 4000 ft prior to reaching the VOR. I questioned him and alerted him to the TCASII and he climbed back to 4000 ft to clear the traffic. I believe ATC should've alerted us to the traffic crossing, and waited until we were clear of the traffic to give us a visual approach. This could've eliminated the confusion.

Title: C525 CREW WAS CONFUSED WITH APCH INSTRUCTION TO CROSS DLF AT 4000 FT AND 5 MI W OF DLF AT 3600 FT.

Narrative: DSCNT TO DRT. APCH GIVES INSTRUCTION TO 'CROSS DLF AT 4000 FT AND 5 MI W AT 3600 FT, CLRED FOR THE VISUAL APCH AT DRT.' THE PF CONTINUED HIS DSCNT PAST 4000 FT PRIOR TO REACHING THE VOR. I QUESTIONED HIM AND ALERTED HIM TO THE TCASII AND HE CLBED BACK TO 4000 FT TO CLR THE TFC. I BELIEVE ATC SHOULD'VE ALERTED US TO THE TFC XING, AND WAITED UNTIL WE WERE CLR OF THE TFC TO GIVE US A VISUAL APCH. THIS COULD'VE ELIMINATED THE CONFUSION.
