Narrative:
At XA00, I was assigned to take over on aircraft. After checked wash lobe card. The lube was completed, we were to close panels that were opened. I closed the r-hand, inboard flap track fairing #3601R. After completion of the panel 3601R, my work partner had finished installing panel 8501R. L-side panels appeared to be done with everyone moving away from aircraft to move it out of the hangar. I went to signoff my panel, and chose to signoff my work partners panel to expedite the paperwork with getting the plane to the gate. On steps 5C and D, I north/a'ed [not applicable'd] these steps, because the panels had not been removed. After completion of paperwork, the plane was being pushed out of hangar. I looked from a distance to see if the panels were installed (5736L, 5836R), when I returned with the logbook, they were starting engines, and I was unable to get on top of the pylon to doublechk panel.

Title: A B737-500 WAS DISPATCHED IN NON COMPLIANCE WITH ONE L AND ONE R PYLON UPPER SURFACE ACCESS PANELS NOT SECURED. PANELS DEPARTED IN FLT.
Narrative: AT XA00, I WAS ASSIGNED TO TAKE OVER ON ACFT. AFTER CHKED WASH LOBE CARD. THE LUBE WAS COMPLETED, WE WERE TO CLOSE PANELS THAT WERE OPENED. I CLOSED THE R-HAND, INBOARD FLAP TRACK FAIRING #3601R. AFTER COMPLETION OF THE PANEL 3601R, MY WORK PARTNER HAD FINISHED INSTALLING PANEL 8501R. L-SIDE PANELS APPEARED TO BE DONE WITH EVERYONE MOVING AWAY FROM ACFT TO MOVE IT OUT OF THE HANGAR. I WENT TO SIGNOFF MY PANEL, AND CHOSE TO SIGNOFF MY WORK PARTNERS PANEL TO EXPEDITE THE PAPERWORK WITH GETTING THE PLANE TO THE GATE. ON STEPS 5C AND D, I N/A'ED [NOT APPLICABLE'D] THESE STEPS, BECAUSE THE PANELS HAD NOT BEEN REMOVED. AFTER COMPLETION OF PAPERWORK, THE PLANE WAS BEING PUSHED OUT OF HANGAR. I LOOKED FROM A DISTANCE TO SEE IF THE PANELS WERE INSTALLED (5736L, 5836R), WHEN I RETURNED WITH THE LOGBOOK, THEY WERE STARTING ENGS, AND I WAS UNABLE TO GET ON TOP OF THE PYLON TO DOUBLECHK PANEL.
