Narrative:

Descending on the VOR 13L at jfk, we leveled at 800 ft. Missed approach altitude set at 4000 ft. I thought the aircraft was at 1000 ft and set vertical speed 800 FPM down. We descended to approximately 500 ft AGL and the captain (first leg of operating experience) noticed we were below 800 ft and leveled off. We continued the approach at 500 ft until intercepting the VASI and landed uneventfully. Distrs were a very late change to the advertised runway 4R ILS resulting in both crew members being rushed to brief a new approach. Approach lights were in sight throughout the approach, however, many distrs were present. New captain on the aircraft, late runway change, etc.

Narrative: DSNDING ON THE VOR 13L AT JFK, WE LEVELED AT 800 FT. MISSED APCH ALT SET AT 4000 FT. I THOUGHT THE ACFT WAS AT 1000 FT AND SET VERT SPD 800 FPM DOWN. APCH LIGHTS WERE IN SIGHT THROUGHOUT THE APCH, HOWEVER, MANY DISTRS WERE PRESENT. NEW CAPT ON THE ACFT, LATE RWY CHANGE, ETC.
