Narrative:

Teb WX reported on ATIS was 800 ft overcast and visibility 1 1/2 mi. The approach in use was ILS runway 19. We informed new york approach that we could not accept this approach because we did not have required visibility. After questions back and forth, I notified new york TRACON that we had an fdc NOTAM stating category C visibility for localizer 19 was 1 3/4 mi. New york vectored us away from teb while 'checking out' our report. We were ultimately vectored for the VOR 24 approach to a landing. The reason for this report is this: most bizjets landing at teb are category C or D! As a matter of course (and to facilitate ewr traffic), aircraft are being 'cleared for approachs' that could potentially put them in harm's way. There is a tower on the runway 19 final that necessitated the fdc NOTAM and yet crews that may or may not have the NOTAM are being 'led down the path.' this fdc NOTAM needs wider circulation at new york TRACON, FSS and teb tower and the 3 agencies should be aware of and coordinate options in low visibility (ie, less than 1 3/4 mi) conditions. Lucky for us we were aware!

Title: FA50 FLC CONCERNED WITH LACK OF N90, FSS AND TEB AWARENESS OF CHANGE OF TEB RWY 19 WX MINIMA AND GENERAL NOTAM DISSEMINATION.

Narrative: TEB WX RPTED ON ATIS WAS 800 FT OVCST AND VIS 1 1/2 MI. THE APCH IN USE WAS ILS RWY 19. WE INFORMED NEW YORK APCH THAT WE COULD NOT ACCEPT THIS APCH BECAUSE WE DID NOT HAVE REQUIRED VIS. AFTER QUESTIONS BACK AND FORTH, I NOTIFIED NEW YORK TRACON THAT WE HAD AN FDC NOTAM STATING CATEGORY C VIS FOR LOC 19 WAS 1 3/4 MI. NEW YORK VECTORED US AWAY FROM TEB WHILE 'CHKING OUT' OUR RPT. WE WERE ULTIMATELY VECTORED FOR THE VOR 24 APCH TO A LNDG. THE REASON FOR THIS RPT IS THIS: MOST BIZJETS LNDG AT TEB ARE CATEGORY C OR D! AS A MATTER OF COURSE (AND TO FACILITATE EWR TFC), ACFT ARE BEING 'CLRED FOR APCHS' THAT COULD POTENTIALLY PUT THEM IN HARM'S WAY. THERE IS A TWR ON THE RWY 19 FINAL THAT NECESSITATED THE FDC NOTAM AND YET CREWS THAT MAY OR MAY NOT HAVE THE NOTAM ARE BEING 'LED DOWN THE PATH.' THIS FDC NOTAM NEEDS WIDER CIRCULATION AT NEW YORK TRACON, FSS AND TEB TWR AND THE 3 AGENCIES SHOULD BE AWARE OF AND COORDINATE OPTIONS IN LOW VIS (IE, LESS THAN 1 3/4 MI) CONDITIONS. LUCKY FOR US WE WERE AWARE!
