Narrative:

On sep/mon, runway 14-32 at HSI was closed by NOTAM with olu at about noon 1 hour later, a baron (beech aircraft) closed a flight plan from kansas city with olu and landed on the closed runway. The flight service station did not tell the pilot of the class D NOTAM. There was no problem. We have an ASOS station here and if we could broadcast local NOTAMS with the current WX, this incursion and many others could be avoided.

Title: ARPT MGR CONCERNED WITH TIMELY DISSEMINATION OF RWY CLOSURE NOTAM THROUGH OLM FSS AFTER BE55 LANDS ON CLOSED RWY.

Narrative: ON SEP/MON, RWY 14-32 AT HSI WAS CLOSED BY NOTAM WITH OLU AT ABOUT NOON 1 HR LATER, A BARON (BEECH ACFT) CLOSED A FLT PLAN FROM KANSAS CITY WITH OLU AND LANDED ON THE CLOSED RWY. THE FLT SVC STATION DID NOT TELL THE PLT OF THE CLASS D NOTAM. THERE WAS NO PROB. WE HAVE AN ASOS STATION HERE AND IF WE COULD BROADCAST LOCAL NOTAMS WITH THE CURRENT WX, THIS INCURSION AND MANY OTHERS COULD BE AVOIDED.
