Narrative:

Location -- approximately 100 mi west mem -- en route. While descending out of approximately 14500 ft, ATC asked us our speed. We gave them approximately 245 IAS. He was shocked. He got mad and told us we should let him know we were so slow. He then made us do a 360 degrees to the left. I asked for a phone number to call him in mem. I called later and spoke to the controller. I told him that I did not think there was a far that required me to tell him that we had slowed. I thought it was an aim issue. When, in fact, in the operations manual it says while in cruise, we are to let ATC know when our airspeed is different by X amount. We were not in cruise. He was still mad about the issue, and I told him that I thought he was out of line to make us do a 360 degrees out of spite, because we did something out of the ordinary. Not illegal. They rarely complain about a faster speed. We can't do that to ATC, and we don't. I told him he could have just as easily told us to speed it up. And, if he was paying attention to the data on his screen, he would have seen that we were slower sooner. I told him that I should have told him that we were slowed, but I didn't think it was an far. I will in the future. My objective here is not to RAT on anyone including myself, but that we should work together more instead of against each other.

HE GOT MAD AND TOLD US WE SHOULD LET HIM KNOW WE WERE SO SLOW. HE THEN MADE US DO A 360 DEGS TO THE L. I ASKED FOR A PHONE NUMBER TO CALL HIM IN MEM. I CALLED LATER AND SPOKE TO THE CTLR. I TOLD HIM THAT I DID NOT THINK THERE WAS A FAR THAT REQUIRED ME TO TELL HIM THAT WE HAD SLOWED. I THOUGHT IT WAS AN AIM ISSUE. WHEN, IN FACT, IN THE OPS MANUAL IT SAYS WHILE IN CRUISE, WE ARE TO LET ATC KNOW WHEN OUR AIRSPD IS DIFFERENT BY X AMOUNT. WE WERE NOT IN CRUISE. THEY RARELY COMPLAIN ABOUT A FASTER SPD. WE CAN'T DO THAT TO ATC, AND WE DON'T. I TOLD HIM HE COULD HAVE JUST AS EASILY TOLD US TO SPD IT UP. AND, IF HE WAS PAYING ATTN TO THE DATA ON HIS SCREEN, HE WOULD HAVE SEEN THAT WE WERE SLOWER SOONER. I TOLD HIM THAT I SHOULD HAVE TOLD HIM THAT WE WERE SLOWED, BUT I DIDN'T THINK IT WAS AN FAR. I WILL IN THE FUTURE. MY OBJECTIVE HERE IS NOT TO RAT ON ANYONE INCLUDING MYSELF, BUT THAT WE SHOULD WORK TOGETHER MORE INSTEAD OF AGAINST EACH OTHER.
