Narrative:

Returned to airport in pierre, sc, due to pitot tube cover still on aircraft on first officer's side. Noticed while taking off (takeoff roll). I noticed first officer tapping on his asi. Asi eventually showed correct airspeed. First officer called 80 KTS, xchk, V1, V2, vr. During climb out, I noticed a flapping noise on the first officer's side of aircraft. First officer stated that the pitot mast cover must still be on. I immediately stated we needed to return to the airport. Did quick return checklist and approach checklist. Called company and stated we would be returning to the airport. All indications on captain's asi were normal at all times. After returning to airport, called maintenance control and dispatch.

ASI EVENTUALLY SHOWED CORRECT AIRSPD. FO CALLED 80 KTS, XCHK, V1, V2, VR. DURING CLBOUT, I NOTICED A FLAPPING NOISE ON THE FO'S SIDE OF ACFT. FO STATED THAT THE PITOT MAST COVER MUST STILL BE ON. I IMMEDIATELY STATED WE NEEDED TO RETURN TO THE ARPT. DID QUICK RETURN CHKLIST AND APCH CHKLIST. CALLED COMPANY AND STATED WE WOULD BE RETURNING TO THE ARPT. ALL INDICATIONS ON CAPT'S ASI WERE NORMAL AT ALL TIMES. AFTER RETURNING TO ARPT, CALLED MAINT CTL AND DISPATCH.
