Narrative:

Upon arrival at intersection of runway 32 and taxiway B1(?) we were switched, by ground control, to tower frequency. We waited for 20 mins at the #1 position for tower to clear numerous airplanes for takeoff and landing. Aircraft on the opposite side of runway 32 were being cleared as they arrived. After 20 mins I requested our takeoff sequence and was told that we were #1. Shortly thereafter, we were cleared to 'line up and hold.' I read the clearance back for 'nxxxxx cleared to line up and hold runway 32 at taxiway B1.' the copilot then taxied into position on runway 32 and held. We observed an aircraft on approach approximately 4-5 mi out, which looked to us about the same separation that we had been observing over the past 20 mins. While waiting in position, another controller's voice came on frequency and told us that we had not been cleared to 'line up and hold.' I refuted her statement and requested she mark the tape. Approximately 30 seconds after we had stopped in position, we heard the controller order the aircraft on approach to go around. Callback conversation with reporter revealed the following information: the aircraft was on the civil side of the runway, and the 6 aircraft that were released while he waited were acrs from the other side of the runway. He assumes that the controller forgot or was ignoring him. The frequency was quite busy and congested with the usual problems with language and accent at this airport. The reporter visits this airport regularly, and says he does not have too much difficulty with the accents. The reporter did not check with the tower as to what was on the tape.

Title: A POSSIBLE RWY INCURSION.

Narrative: UPON ARR AT INTXN OF RWY 32 AND TXWY B1(?) WE WERE SWITCHED, BY GND CTL, TO TWR FREQ. WE WAITED FOR 20 MINS AT THE #1 POS FOR TWR TO CLR NUMEROUS AIRPLANES FOR TKOF AND LNDG. ACFT ON THE OPPOSITE SIDE OF RWY 32 WERE BEING CLRED AS THEY ARRIVED. AFTER 20 MINS I REQUESTED OUR TKOF SEQUENCE AND WAS TOLD THAT WE WERE #1. SHORTLY THEREAFTER, WE WERE CLRED TO 'LINE UP AND HOLD.' I READ THE CLRNC BACK FOR 'NXXXXX CLRED TO LINE UP AND HOLD RWY 32 AT TXWY B1.' THE COPLT THEN TAXIED INTO POS ON RWY 32 AND HELD. WE OBSERVED AN ACFT ON APCH APPROX 4-5 MI OUT, WHICH LOOKED TO US ABOUT THE SAME SEPARATION THAT WE HAD BEEN OBSERVING OVER THE PAST 20 MINS. WHILE WAITING IN POS, ANOTHER CTLR'S VOICE CAME ON FREQ AND TOLD US THAT WE HAD NOT BEEN CLRED TO 'LINE UP AND HOLD.' I REFUTED HER STATEMENT AND REQUESTED SHE MARK THE TAPE. APPROX 30 SECONDS AFTER WE HAD STOPPED IN POS, WE HEARD THE CTLR ORDER THE ACFT ON APCH TO GO AROUND. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE ACFT WAS ON THE CIVIL SIDE OF THE RWY, AND THE 6 ACFT THAT WERE RELEASED WHILE HE WAITED WERE ACRS FROM THE OTHER SIDE OF THE RWY. HE ASSUMES THAT THE CTLR FORGOT OR WAS IGNORING HIM. THE FREQ WAS QUITE BUSY AND CONGESTED WITH THE USUAL PROBS WITH LANGUAGE AND ACCENT AT THIS ARPT. THE RPTR VISITS THIS ARPT REGULARLY, AND SAYS HE DOES NOT HAVE TOO MUCH DIFFICULTY WITH THE ACCENTS. THE RPTR DID NOT CHK WITH THE TWR AS TO WHAT WAS ON THE TAPE.
