Narrative:

Arrived at aircraft to preflight 50 mins prior to departure. Maintenance is working an inoperative main wing fuel gauge on the overhead panel. Maintenance is working with MEL 28-14A. 10 mins prior to departure, we noticed the fuel quantity totalizer was inoperative, both the needle and the digital gauge. Pilots referenced MEL 28-15C, which called for defueling the center tank to 2200 pounds. Captain was then discussing new fuel release and alternates with dispatch. External power was disconnected, and the needle of the fuel totalizer was operational. The right main tank gauge also was now operational. The digital portion of the fuel totalizer remained inoperative. Now the pilots thought we only had to comply with MEL 28-15B. Maintenance notified that he would change the original MEL 28-14A to MEL 28-15B. The mistake maintenance made was he changed the logbook to MEL 28-14B instead of MEL 28-15B. Dispatch sent us a message once airborne that he reported the non compliance with MEL 28-14B. The last min change had several requirements that were not complied with by maintenance and followed up by the flight crew.

Title: A FOKKER 100 WAS DISPATCHED IN NON COMPLIANCE WITH THE INCORRECT MEL AND SPECIAL PROCS NOT ACCOMPLISHED FOR A FAILED FUEL TOTALIZER DIGITAL INDICATION.

Narrative: ARRIVED AT ACFT TO PREFLT 50 MINS PRIOR TO DEP. MAINT IS WORKING AN INOP MAIN WING FUEL GAUGE ON THE OVERHEAD PANEL. MAINT IS WORKING WITH MEL 28-14A. 10 MINS PRIOR TO DEP, WE NOTICED THE FUEL QUANTITY TOTALIZER WAS INOP, BOTH THE NEEDLE AND THE DIGITAL GAUGE. PLTS REFED MEL 28-15C, WHICH CALLED FOR DEFUELING THE CTR TANK TO 2200 LBS. CAPT WAS THEN DISCUSSING NEW FUEL RELEASE AND ALTERNATES WITH DISPATCH. EXTERNAL PWR WAS DISCONNECTED, AND THE NEEDLE OF THE FUEL TOTALIZER WAS OPERATIONAL. THE R MAIN TANK GAUGE ALSO WAS NOW OPERATIONAL. THE DIGITAL PORTION OF THE FUEL TOTALIZER REMAINED INOP. NOW THE PLTS THOUGHT WE ONLY HAD TO COMPLY WITH MEL 28-15B. MAINT NOTIFIED THAT HE WOULD CHANGE THE ORIGINAL MEL 28-14A TO MEL 28-15B. THE MISTAKE MAINT MADE WAS HE CHANGED THE LOGBOOK TO MEL 28-14B INSTEAD OF MEL 28-15B. DISPATCH SENT US A MESSAGE ONCE AIRBORNE THAT HE REPORTED THE NON COMPLIANCE WITH MEL 28-14B. THE LAST MIN CHANGE HAD SEVERAL REQUIREMENTS THAT WERE NOT COMPLIED WITH BY MAINT AND FOLLOWED UP BY THE FLC.
