Narrative:

During descent into sjc, encountered moderate turbulence on downwind, being vectored to ILS runway 12 sjc. Winds were 160 degrees 77 KTS at 6000 ft. Moderate turbulence continued throughout the approach, and a go around was executed at about 100 ft AGL for inability to maintain adequate control of the aircraft for landing. A subsequent approach and go around were executed for GPWS windshear warning on short final. Fuel was now approximately 5400 pounds less than fleet planned landing fuel, and we now needed to divert to our alternate airport, which was experiencing similar conditions, as were all the other airports in the bay area. We declared an emergency for low fuel, and diverted to oak. We shut down the engines at oak west 4000 ft.

Narrative: DURING DSCNT INTO SJC, ENCOUNTERED MODERATE TURB ON DOWNWIND, BEING VECTORED TO ILS RWY 12 SJC. WINDS WERE 160 DEGS 77 KTS AT 6000 FT. MODERATE TURB CONTINUED THROUGHOUT THE APCH, AND A GAR WAS EXECUTED AT ABOUT 100 FT AGL FOR INABILITY TO MAINTAIN ADEQUATE CTL OF THE ACFT FOR LNDG. A SUBSEQUENT APCH AND GAR WERE EXECUTED FOR GPWS WINDSHEAR WARNING ON SHORT FINAL. FUEL WAS NOW APPROX 5400 LBS LESS THAN FLEET PLANNED LNDG FUEL, AND WE NOW NEEDED TO DIVERT TO OUR ALTERNATE ARPT, WHICH WAS EXPERIENCING SIMILAR CONDITIONS, AS WERE ALL THE OTHER ARPTS IN THE BAY AREA. WE DECLARED AN EMER FOR LOW FUEL, AND DIVERTED TO OAK. WE SHUT DOWN THE ENGS AT OAK W 4000 FT.
