Narrative:

While waiting on IFR clearance in the air, entered IMC. Ceilings reported 2800 overcast. Memphis usually will pick up transponder well below this. Departed runway 6 at mrc. Called memphis to get clearance. Memphis issued transponder code. Memphis did not issue clearance in usual quick manner. While waiting on memphis, entered IMC that was below reported base. I will pick up clearance on the ground, if ceiling reported anything below 5000 ft.

Narrative: WHILE WAITING ON IFR CLRNC IN THE AIR, ENTERED IMC. CEILINGS RPTED 2800 OVCST. MEMPHIS USUALLY WILL PICK UP XPONDER WELL BELOW THIS. DEPARTED RWY 6 AT MRC. CALLED MEMPHIS TO GET CLRNC. MEMPHIS ISSUED XPONDER CODE. MEMPHIS DID NOT ISSUE CLRNC IN USUAL QUICK MANNER. WHILE WAITING ON MEMPHIS, ENTERED IMC THAT WAS BELOW RPTED BASE. I WILL PICK UP CLRNC ON THE GND, IF CEILING RPTED ANYTHING BELOW 5000 FT.
