Narrative:

On nov/tue/02, we operated air carrier X from cvg to fll. The flight was predominantly conducted in dry VMC, however, a light rain shower was in the vicinity above 2700 ft MSL which blocked the afternoon sun and cast a shadow over the runway. Fll tower cleared our flight to land on runway 9L at approximately 8 mi. We were advised of several departures prior to our arrival. Multiple clrncs were issued to various aircraft by fll tower. Runway 9L is 9000 ft long with a 577 ft displaced threshold. The usable landing runway is black, well marked, and clearly delineated. However, the displaced threshold portion is a grayish color. At approximately 350 ft AGL, we noticed a grayish colored light twin aircraft on the displaced threshold portion of the runway. At 200 ft AGL we realized the aircraft would not clear the runway. The captain, also the PF, commanded a go around at 150 ft and advanced the throttles to approximately go around thrust. Firewall thrust was not utilized. Fll tower was notified and then ordered us to go around. Due to close ground proximity and the unknown disposition and intentions of the aircraft on our runway, our attention was primarily focused on avoiding the traffic and establishing immediate and positive separation from the ground. The captain displaced the aircraft laterally to keep the aircraft in sight. At about 600 ft AGL, during the go around, the throttles were retarded about 1 knob width to go around EPR. The subsequent approach and landing were uneventful. We accomplished the suspected engine parameter exceedance procedure in the fom and determined that RPM and egt limits were exceeded for 5-15 seconds. A logbook entry was made and maintenance notified. The ensuing conversation with fll tower supervisor indicated that a student controller issued our landing clearance and the 'into position and hold' clearance for the light twin aircraft. Then the senior controller and student were distraction by traffic approaching from the south. The light twin remained in position throughout our approach and rejected landing. Supplemental information from acn 567165: a light rain shower on final cast a shadow over runway 9L at fll. The flight was cleared to land at 8 miles. Numerous clrncs and a blocked transmission were heard prior to our arrival. At about 350 ft AGL we noticed a grayish colored light aircraft on the small, grayish colored, displayed threshold of our landing runway. At 200 ft AGL it was determined that the aircraft would not clear and the captain, the pilot flying commanded a go around at 150 ft AGL. He advanced the throttles to approximately go around EPR. Fire wall thrust was not utilized. Tower was notified due to close ground proximity and the unknown disposition of the aircraft on the runways. Our attention was focused on avoiding the traffic and establishing immediate and positive separation from the ground. Slight lateral displacement was established, as well. At about 600 ft AGL on the go around, the throttles were retarded about one knob width to go around EPR and we landed uneventfully we. Determined after landing that RPM and egt limits had been exceeded for 5-15 seconds. A logbook entry was made and maintenance notified. The ensuing ATC phone call revealed that the student and senior controller were distracted and left the aircraft into position and hold while we were still cleared for landing. The light aircraft remained in position throughout. Callback conversation with reporter revealed the following information: reporter said on final they were advised there would be multiple departures prior to their landing. He said they saw the aircraft in position at 200 ft and were able to start a climb at 150 ft near the runway threshold.

AT ABOUT 600 FT AGL ON THE GAR, THE THROTTLES WERE RETARDED ABOUT ONE KNOB WIDTH TO GO AROUND EPR AND WE LANDED UNEVENTFULLY WE. DETERMINED AFTER LNDG THAT RPM AND EGT LIMITS HAD BEEN EXCEEDED FOR 5-15 SECS. A LOGBOOK ENTRY WAS MADE AND MAINT NOTIFIED. THE ENSUING ATC PHONE CALL REVEALED THAT THE STUDENT AND SENIOR CTLR WERE DISTRACTED AND LEFT THE ACFT INTO POSITION AND HOLD WHILE WE WERE STILL CLEARED FOR LNDG. THE LIGHT ACFT REMAINED IN POSITION THROUGHOUT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR SAID ON FINAL THEY WERE ADVISED THERE WOULD BE MULTIPLE DEPS PRIOR TO THEIR LNDG. HE SAID THEY SAW THE ACFT IN POSITION AT 200 FT AND WERE ABLE TO START A CLB AT 150 FT NEAR THE RWY THRESHOLD.
