Narrative:

Passenger refused to situation in her seat with her seatbelt fastened during turbulence and any time the seatbelt sign was on. Passenger insisted on sitting on the floor in front of her seat, facing aft with her seatbelt around her back. Passenger caused a major disturbance. Could not understand why it wasn't safe to situation on the floor and said she's flown this way for 3 1/2 yrs. When a phone call was made to the captain about the situation and the passenger was told to situation in her seat or someone would meet the flight, passenger sobbed loudly in her seat. Passenger service and our captain talked to the passenger after we arrived but she still didn't seem to understand the importance of sitting in her seat with her seatbelt fastened when the sign is on.
