Narrative:

I was working a VFR PA28, level at 2500 ft, along the gulf coast shoreline, eastbound, through class C airspace. This aircraft was coordinated as a pointout (as per FAA handbook 7110.65) to npa tower through their class D airspace (tower surface area) and was approved, known traffic on their d-brite radar display. When the PA28 was south of npa runway 7L/right, npa tower departed an sbr-1 on an assigned heading of 150 degrees, climbing to 3000 ft. This sbr-1 was on a direct collision course towards the PA28, climbing through the PA28's VFR altitude of 2500 ft. On initial contact from the sbr-1, I immediately stopped their climb to 2000 ft and exchanged traffic information. This facility (P31) has determined that no incident occurred since I took action to avert the possibility of a midair collision. The appropriate supervision at npa tower was informed of the occurrence and the FAA advised.

Title: A P31 APCH CTLR DID NOT RECEIVE TIMELY INFO ON AN IFR SBR1 MIL ACFT OFF NPA NEARLY CONFLICTING WITH A VFR PA28.

Narrative: I WAS WORKING A VFR PA28, LEVEL AT 2500 FT, ALONG THE GULF COAST SHORELINE, EBOUND, THROUGH CLASS C AIRSPACE. THIS ACFT WAS COORDINATED AS A POINTOUT (AS PER FAA HANDBOOK 7110.65) TO NPA TWR THROUGH THEIR CLASS D AIRSPACE (TWR SURFACE AREA) AND WAS APPROVED, KNOWN TFC ON THEIR D-BRITE RADAR DISPLAY. WHEN THE PA28 WAS S OF NPA RWY 7L/R, NPA TWR DEPARTED AN SBR-1 ON AN ASSIGNED HDG OF 150 DEGS, CLBING TO 3000 FT. THIS SBR-1 WAS ON A DIRECT COLLISION COURSE TOWARDS THE PA28, CLBING THROUGH THE PA28'S VFR ALT OF 2500 FT. ON INITIAL CONTACT FROM THE SBR-1, I IMMEDIATELY STOPPED THEIR CLB TO 2000 FT AND EXCHANGED TFC INFO. THIS FACILITY (P31) HAS DETERMINED THAT NO INCIDENT OCCURRED SINCE I TOOK ACTION TO AVERT THE POSSIBILITY OF A MIDAIR COLLISION. THE APPROPRIATE SUPERVISION AT NPA TWR WAS INFORMED OF THE OCCURRENCE AND THE FAA ADVISED.
