Narrative:

We were taxiing to runway 28 from gate X at bwi. I followed taxiway a to the intersection of txwys a and east. (There is some construction going on near this intersection.) I made the right turn onto taxiway east rather than continuing along taxiway a to P1. I think the construction threw me off a little with my taxiing to runway 28. As we approached the active runway, I started to clear by looking to my left where I noticed another B737 positioned at the end with the lights on for takeoff. Noticing this I queried my first officer and started to brake the airplane. At about the same time the first officer started to query me and ground told us that we needed to stop. I stopped the aircraft with the nose over the hold short line about 10-15 ft. I noticed the aircraft at the end had extinguished his lights. Since we were on ground frequency I assumed the tower had canceled their takeoff clearance. Ground control instructed us to back taxi down runway 28 and exit at the off duty runway 4 to rejoin taxiway U to the end for departure. Although we crossed the hold short line we stopped the aircraft well short of the right hand side of runway 28. I think the location of the construction caused me some confusion. I should have been more aware of my location on the airport. I need to be more vigilant when I taxi at bwi especially with all of the construction going on at the airport. I should have been referencing the 10-7 page the moment that things did not look familiar to me. I need to bring my awareness level up a notch. The remainder of the flight to jan was operations normal.

Title: B737 HAS RWY INCURSION AT BWI.

Narrative: WE WERE TAXIING TO RWY 28 FROM GATE X AT BWI. I FOLLOWED TXWY A TO THE INTXN OF TXWYS A AND E. (THERE IS SOME CONSTRUCTION GOING ON NEAR THIS INTXN.) I MADE THE R TURN ONTO TXWY E RATHER THAN CONTINUING ALONG TXWY A TO P1. I THINK THE CONSTRUCTION THREW ME OFF A LITTLE WITH MY TAXIING TO RWY 28. AS WE APCHED THE ACTIVE RWY, I STARTED TO CLR BY LOOKING TO MY L WHERE I NOTICED ANOTHER B737 POSITIONED AT THE END WITH THE LIGHTS ON FOR TKOF. NOTICING THIS I QUERIED MY FO AND STARTED TO BRAKE THE AIRPLANE. AT ABOUT THE SAME TIME THE FO STARTED TO QUERY ME AND GND TOLD US THAT WE NEEDED TO STOP. I STOPPED THE ACFT WITH THE NOSE OVER THE HOLD SHORT LINE ABOUT 10-15 FT. I NOTICED THE ACFT AT THE END HAD EXTINGUISHED HIS LIGHTS. I SHOULD HAVE BEEN MORE AWARE OF MY LOCATION ON THE ARPT. I NEED TO BE MORE VIGILANT WHEN I TAXI AT BWI ESPECIALLY WITH ALL OF THE CONSTRUCTION GOING ON AT THE ARPT. I SHOULD HAVE BEEN REFING THE 10-7 PAGE THE MOMENT THAT THINGS DID NOT LOOK FAMILIAR TO ME. I NEED TO BRING MY AWARENESS LEVEL UP A NOTCH. THE REMAINDER OF THE FLT TO JAN WAS OPS NORMAL.
