Narrative:

Upon returning from ZZZ, I began descent from 6500 ft. After crossing over mt hamilton to the south (10 mi out), slowed aircraft for straight in landing on runway 31R with ZZZ tower approval. At approximately 3 mi out, lowered gear release lever, full rich mixture, propeller set for landing, etc. Rechked gear release lever position as lowered at approximately 1/2 mi. Gear did not extend and had gear up landing. Cycled gear lever on the ground several times with no effect until approximately 5 attempts when gear motor could be heard. I should have gone through emergency gear extension procedure when no lights illuminated to indicate gear in motion or gear locked (3 green).
