Narrative:

We were pulling into our gate with the #1 engine shut down. We had to stop a few ft short of our spot to wait for a catering truck to move. I was aware that we weren't on our spot, but my first officer thought we were done taxiing. He began to run his shutdown flow but I did not know this. His flow includes turning off the seatbelt sign and turning off the #2 AC generator. With the #1 engine shut down, this action takes the power from the standby hydraulic pumps that were pwring my brakes. So when the marshaler signaled us to continue taxiing, there were passenger beginning to stand up and I had no brakes. I was still unaware of this. I released the parking brake, realized I had no brakes, and was forced to use the emergency brake. That is when the first officer told us he had started his flow and thought we were done taxiing. We came to an abrupt stop and one of the passenger fell. He seemed to be ok, but I imagine he was shaken up. There was a communication failure to say the least.

Title: A PAX IS THROWN OFF BAL WHEN THE CAPT OF A DHC-8 HAS TO USE THE EMER BRAKES TO STOP THE ACFT AT THE GATE AFTER THE FO HAD TURNED OFF THE PWR TO THE NORMAL BRAKING AT CLT, NC.

Narrative: WE WERE PULLING INTO OUR GATE WITH THE #1 ENG SHUT DOWN. WE HAD TO STOP A FEW FT SHORT OF OUR SPOT TO WAIT FOR A CATERING TRUCK TO MOVE. I WAS AWARE THAT WE WEREN'T ON OUR SPOT, BUT MY FO THOUGHT WE WERE DONE TAXIING. HE BEGAN TO RUN HIS SHUTDOWN FLOW BUT I DID NOT KNOW THIS. HIS FLOW INCLUDES TURNING OFF THE SEATBELT SIGN AND TURNING OFF THE #2 AC GENERATOR. WITH THE #1 ENG SHUT DOWN, THIS ACTION TAKES THE PWR FROM THE STANDBY HYD PUMPS THAT WERE PWRING MY BRAKES. SO WHEN THE MARSHALER SIGNALED US TO CONTINUE TAXIING, THERE WERE PAX BEGINNING TO STAND UP AND I HAD NO BRAKES. I WAS STILL UNAWARE OF THIS. I RELEASED THE PARKING BRAKE, REALIZED I HAD NO BRAKES, AND WAS FORCED TO USE THE EMER BRAKE. THAT IS WHEN THE FO TOLD US HE HAD STARTED HIS FLOW AND THOUGHT WE WERE DONE TAXIING. WE CAME TO AN ABRUPT STOP AND ONE OF THE PAX FELL. HE SEEMED TO BE OK, BUT I IMAGINE HE WAS SHAKEN UP. THERE WAS A COM FAILURE TO SAY THE LEAST.
