Narrative:

We were on a visual approach to runway 8R at sus approaching the downwind from the southeast at 2400 ft MSL at 180 KTS on a westerly heading. As I began my descent to pattern altitude, I saw a piper cherokee at my altitude at less than 100 yards. I executed a climbing right turn and passed less than 100 yards and slightly above the cherokee. The ce-525A I was flying is equipped with tcasi, but no TA or traffic symbol was given. The other aircraft was operating in class D airspace and below class B airspace without an operative transponder and without talking to ATC. The cherokee did not appear to take any evasive maneuvers and proceeded south. Supplemental information from acn 562128: I notified sus tower of the conflict and we proceeded with a normal approach and landing on runway 8R. The aircraft is equipped with tcasi, no traffic alerts were given and no traffic symbol appeared near the position of the conflict aircraft. In addition, sus tower reported they were not talking to the cherokee and did not see any traffic on radar. Less than 1 min after the conflict, tower did report receiving a primary return in the area of the incident proceeding south. Tower attempted to contact the aircraft on the tower frequency, but was unable to reach the cherokee. Following landing and shutdown, I called sus tower and filed a report on the incident. We were unable to read the n-number of the cherokee due to the demands of maneuvering the aircraft, however, we were close enough that they would have been readable from our position. The aircraft appeared to be an older model 4 place cherokee proceeding south from 1h0, creve coeur airport.

Title: NMAC BTWN A DSNDING C525A CITATION JET AT 2300 FT AND A XING PA28-140 CHEROKEE WITHIN THE CLASS D AIRSPACE OF SUS, MO.

Narrative: WE WERE ON A VISUAL APCH TO RWY 8R AT SUS APCHING THE DOWNWIND FROM THE SE AT 2400 FT MSL AT 180 KTS ON A WESTERLY HDG. AS I BEGAN MY DSCNT TO PATTERN ALT, I SAW A PIPER CHEROKEE AT MY ALT AT LESS THAN 100 YARDS. I EXECUTED A CLBING R TURN AND PASSED LESS THAN 100 YARDS AND SLIGHTLY ABOVE THE CHEROKEE. THE CE-525A I WAS FLYING IS EQUIPPED WITH TCASI, BUT NO TA OR TFC SYMBOL WAS GIVEN. THE OTHER ACFT WAS OPERATING IN CLASS D AIRSPACE AND BELOW CLASS B AIRSPACE WITHOUT AN OPERATIVE XPONDER AND WITHOUT TALKING TO ATC. THE CHEROKEE DID NOT APPEAR TO TAKE ANY EVASIVE MANEUVERS AND PROCEEDED S. SUPPLEMENTAL INFO FROM ACN 562128: I NOTIFIED SUS TWR OF THE CONFLICT AND WE PROCEEDED WITH A NORMAL APCH AND LNDG ON RWY 8R. THE ACFT IS EQUIPPED WITH TCASI, NO TFC ALERTS WERE GIVEN AND NO TFC SYMBOL APPEARED NEAR THE POS OF THE CONFLICT ACFT. IN ADDITION, SUS TWR RPTED THEY WERE NOT TALKING TO THE CHEROKEE AND DID NOT SEE ANY TFC ON RADAR. LESS THAN 1 MIN AFTER THE CONFLICT, TWR DID RPT RECEIVING A PRIMARY RETURN IN THE AREA OF THE INCIDENT PROCEEDING S. TWR ATTEMPTED TO CONTACT THE ACFT ON THE TWR FREQ, BUT WAS UNABLE TO REACH THE CHEROKEE. FOLLOWING LNDG AND SHUTDOWN, I CALLED SUS TWR AND FILED A RPT ON THE INCIDENT. WE WERE UNABLE TO READ THE N-NUMBER OF THE CHEROKEE DUE TO THE DEMANDS OF MANEUVERING THE ACFT, HOWEVER, WE WERE CLOSE ENOUGH THAT THEY WOULD HAVE BEEN READABLE FROM OUR POS. THE ACFT APPEARED TO BE AN OLDER MODEL 4 PLACE CHEROKEE PROCEEDING S FROM 1H0, CREVE COEUR ARPT.
