Narrative:

I was flying back from tul en route to ccr at 12500 ft with radar advisories. ATC advised me and I saw an air carrier Y B737 turning and climbing at me. He was out of 10500 ft climbing to FL230. His path appeared to me to be crossing mine at my altitude. I told center I would begin a VFR descent and slight left turn. Air carrier Y was advised by center of my action. Shortly after, air carrier Y had an RA on his TCASII and made a right descending turn right at me. To avoid him hitting me, I made a rapid climb. Neither ATC nor air carrier Y did anything to avoid this problem until it was almost too late. Either ATC or air carrier Y could have helped out by having air carrier Y remain at 11000 ft or changing their turn or tell me something else to do. There was 3 of us involved and only 1 trying to see and avoid. I would love to see a copy of air carrier Y's report.

Title: NMAC BTWN A CESSNA CITATION 550 IN LEVEL FLT AT 12500 FT AND A B737-300 DSNDING TOWARD THE C550 IN RESPONSE TO A TCASII RA FROM THEIR ORIGINAL CLBOUT.

Narrative: I WAS FLYING BACK FROM TUL ENRTE TO CCR AT 12500 FT WITH RADAR ADVISORIES. ATC ADVISED ME AND I SAW AN ACR Y B737 TURNING AND CLBING AT ME. HE WAS OUT OF 10500 FT CLBING TO FL230. HIS PATH APPEARED TO ME TO BE XING MINE AT MY ALT. I TOLD CTR I WOULD BEGIN A VFR DSCNT AND SLIGHT L TURN. ACR Y WAS ADVISED BY CTR OF MY ACTION. SHORTLY AFTER, ACR Y HAD AN RA ON HIS TCASII AND MADE A R DSNDING TURN RIGHT AT ME. TO AVOID HIM HITTING ME, I MADE A RAPID CLB. NEITHER ATC NOR ACR Y DID ANYTHING TO AVOID THIS PROB UNTIL IT WAS ALMOST TOO LATE. EITHER ATC OR ACR Y COULD HAVE HELPED OUT BY HAVING ACR Y REMAIN AT 11000 FT OR CHANGING THEIR TURN OR TELL ME SOMETHING ELSE TO DO. THERE WAS 3 OF US INVOLVED AND ONLY 1 TRYING TO SEE AND AVOID. I WOULD LOVE TO SEE A COPY OF ACR Y'S RPT.
