Narrative:

Taxied out for takeoff at mia. Upon reaching runway 1 for takeoff on taxiway M, tower controller cleared us into position and hold behind a DC9 on the runway. The DC9 hesitated takeoff with traffic on short final. We attempted to clear runway for landing traffic. Landing traffic landed without problem. Callback conversation with reporter revealed the following information: the reporter said he had been instructed to taxi into position on runway 9L and hold behind a departing DC9. He said the DC9 was cleared for takeoff but was not moving when he taxied past the hold lines. When he spotted the B737 on short final, he turned around to exit the runway but the landing aircraft passed overhead before he could get completely clear of the runway hold short line. He contacted the tower from his destination and was told by the supervisor that tower had a problem and were taking care of it.

Title: WITH A B737 ON SHORT FINAL AT MIA RWY 9L, A DEPARTING B737 CREW TRIED TO CLR RWY AFTER INSTRUCTED INTO POS BEHIND DC9 THAT WAS SLOW TAKING OFF.

Narrative: TAXIED OUT FOR TKOF AT MIA. UPON REACHING RWY 1 FOR TKOF ON TXWY M, TWR CTLR CLRED US INTO POS AND HOLD BEHIND A DC9 ON THE RWY. THE DC9 HESITATED TKOF WITH TFC ON SHORT FINAL. WE ATTEMPTED TO CLR RWY FOR LNDG TFC. LNDG TFC LANDED WITHOUT PROB. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR SAID HE HAD BEEN INSTRUCTED TO TAXI INTO POS ON RWY 9L AND HOLD BEHIND A DEPARTING DC9. HE SAID THE DC9 WAS CLRED FOR TKOF BUT WAS NOT MOVING WHEN HE TAXIED PAST THE HOLD LINES. WHEN HE SPOTTED THE B737 ON SHORT FINAL, HE TURNED AROUND TO EXIT THE RWY BUT THE LNDG ACFT PASSED OVERHEAD BEFORE HE COULD GET COMPLETELY CLR OF THE RWY HOLD SHORT LINE. HE CONTACTED THE TWR FROM HIS DEST AND WAS TOLD BY THE SUPVR THAT TWR HAD A PROB AND WERE TAKING CARE OF IT.
