Narrative:

5 mins after takeoff, aft cargo unlock light on. We did our lists and talked to #2 flight attendant. She said she heard a noise from aft cargo, so we returned to mke. Ground crew noticed aft door handle out slightly of position. I called dispatch, told the story. He filed a new flight plan. After fueling, we could depart. Clearance and fuel was the same as before. I thought it was all legal to depart after doing a new manifest.

Title: A 'CARJ' CREW, AFTER RETURNING TO MKE DUE TO AN EMER, DEPARTED A SECOND TIME WITHOUT ACQUIRING A NEW FLT RELEASE.
